Indian blockade exacerbates Chin food crisis

Jan 28, 2009 (DVB)–Food shortages faced by local people in Tunzan district, northern Chin state, are being exacerbated by the Indian military’s blockade of Kathe rebels, according to a local human rights organisation.

Residents of Chin state have been facing a food crisis due to the mass blossoming of bamboo flowers and an explosion in the rat population. Min Thang Nga of the Zomi Human Rights Foundation said the rats were eating bamboo seeds and also attacking rice crops. “They continue to face the threat of starvation because of the rats,” he said. “They are running out of rice; by March, they will be in dire straits.” Local people are struggling to find enough to eat and are reliant on being able to cross the border to India, which has been made increasingly difficult by the Indian troops’ operation. But the rebels targeted by the Indian blockade have not been affected by food shortages and have maintained a good relationship with State Peace and Development Council officers. “The police and soldiers have to depend on the Kathe rebels for everything from cooking oil to onions, split yellow beans,” Min Thang Nga said. “For example, if they want to drink alcohol, the Kathe will provide whatever they want. From the police to the general administrator, they all have to depend on them.” The World Food Programme, the United Nations Development Programme and local non-governmental organisations have been working to help people affected by the food crisis in Chin state, but there has been no concerted assistance effort by the Burmese government.

Humanitarian crisis in Chin state likely to escalate in 2009: NGO

New Delhi (Mizzima) – With crop yields declining due to severe weather conditions and the devastation caused by rat infestation, a humanitarian crisis is imminent for western Burma’s Chin state in 2009, a leading humanitarian worker in Chin state said.

Joseph Win Hlaing Oo, director of the Rangoon-based Country Agency for Rural Development in Myanmar (CAD), on Thursday said the humanitarian crisis in Chin state caused by both drought and rat infestation in 2008 is far from being over.

“This year, the situation seems to be getting worse,” Joseph told Mizzima, adding that people have already begun running short of food.

“People will need more help,” iterated Joseph, whose organization with help from the World Food Programme (WFP) has begun distributing aid supplies to a few villages in Chin state.

On Thursday, CAD began distributing about 700 rice bags to villagers affected by drought and rat infestation in Hakha township, home to the capital of Chin state.

Since the end of 2006, food security in the region has been gradually threatened by the infestation of rats, which are multiplying in great numbers after consuming a special bamboo flower that blossoms only once every 50 years in Chin state.

“Today, we started distributing rice bags to the people in four villages, including Pinam in Hakha township,” Joseph said.

But he said aid is not simply given, with villagers instead receiving aid in exchange for community work, such as assistance in the construction of roads to connect villages, under a program called “Food-for-Work”.

“We provide rice to villagers according to the work. We give [a total of] 100 bags of rice to 18 people on completion of a mile of road,” said Joseph, adding that the ‘Work-for-Food’ model was utilized to help villagers get the best out of aid supplies.

Joseph said CAD intends to reach at least 30,000 people in three townships - Hakha, Thangtlang and Matupi – with aid supplies. However his initial plan of distributing aid last November was derailed due to difficulties in purchasing good quality rice and high transportation cost.

Additionally, he said aid supplies are still insufficient, as many more villages in other parts of Chin state, including those that are close to the Indo-Burmese border, are yet to be covered. According to him, the food crisis is far more severe along the Indo-Burmese border.

“The problems in the areas close to the India-Burma border are more serious than other areas,” said Joseph, with the crux of the problem being a lack of proper roads and means of transportation to reach those areas.

According to an assessment done by the WFP and other relief agencies such as CAD, KARET, World Vision and Karuna (KMSS), at least 60,000 people from 139 villages in Chin state are severely affected by food scarcity caused by rat infestation.

In 2008, the WFP coordinated a relief aid program to help victims in Chin state with 1,451 tons of rice through international and local relief agencies, Joseph said. He added that an additional 800 million kyat (approximately US$ 600,000) will be made available for the first six months of 2009.

Meanwhile Van Lian Thang, spokesperson for the exile-based Chin Humanitarian and Relief Committee (CHRC), recently said people from at least 16 villages in northern Chin state are facing food insufficiency as the harvest of crops such maize and paddy has fallen sharply.

“Because the rate of crops harvested this year is very low, people from some villages in Tedim and Falam townships are facing a shortage of food,” said Van Lian Thang.

Imphal, January 04 2008: EVEN THOUGH centre sanctioned Rs 16.67 for Manipur against a demand for Rs 50.02 crore, to fight the menace of rodent in the wake of bamboo flowering, over 1 lakh affected villagers of Churachandpur district are yet to get the relief materials due to economic blockade on NH 39 besides lack of state government’s initiative.

“I don’t know why this happens here” K Moi, secretary of Zomi Economic Planning and Development Agency (ZEPADA),a Churachandpur based pressure group also actively involved in initiation of collection and redistribution of the relief materials said.

“We’re told that DC had deposited the required amount to FCI, but no supply reaches the district till date” Secretary, ZEPADA informed.

As per state Chief Secretary Rakesh’s October 20,2008 directive to concerned DCs of Churachandpur, Chandel and Tamenglong districts to deposit necessary funds for the release of rice to Food Corporation of India(FCI), Churachandpur DC Sumant Singh deposited a sum of Rs 4,42,62,360 on December 6 last year.

FCI officials here when contacted,confirmed the receipt of the amount.

However the amount deposited to FCI could procure rice for four months only starting December 2008 till March this year at the rate of Rs 1698.90p per quintal (Rs 16 per kg), the offcials claimed and added in case of Churachandpur district, it could procure only about 6513 quintals of rice.

Mention may be made here that following centre’s directive,FCI is all set to provide additional supply of 1500 metric tones of rice for the famine hit districts of Manipur including 800 metric tones quota for Churachandpur,500 metric tones for Tamenglong and 200 metric tones for Chandel.

“However we couldn’t t bring the rice from Dimapur godown due to the ongoing economic blockade on NH 39 by various organizations” an FCI official told this reporter here.”Besides we couldn’t even collect it from Silchar godown as well via NH 53 due to unavailability of stock there”he added.

Above all the state authority is also not ready to provide security escorts for the FCI trucks,the FCI official lamented.

As per State Level Calamity Relief Fund Committee meeting,out of Rs 16.67 crores a total of Rs.6.47 crores had been sanctioned for agriculture input subsidy for Chandel, Churachandpur and Tamenglong districts which includes an amount of Rs.2,78,41,218 as agricultural input subsidy for Churachandpur district where 13,920.609 hectares with 1,03,558 persons from 14,307 families in 264 villages in the district bordering Myanmar were recorded affected by famine (or Mautaam in local parlance) due to bamboo flowering.

According to ZEPADA, so far only about 4,500 quintals of rice to the affected village against the requirement of over 10,000 quintals.

Manipur Hills Journalist Union, a conglomerate of working journalists based in Churachandpur in particular in one it’s survey conducted last year discovered that NREGS (National Rural Employment Guarantee Scheme) in Churachandpur plays a vital role as immediate measures for the affected villagers.

Interestingly bamboo grows wild in 3691.77 sq km of Manipur’s total geographical area of 22,327 sq km.

Mautaam occurs within an interval of 48 50 years.

The previous mautaam occurs in 1958-59, affecting the same geographical area.

Unlike Manipur, neighbouring Mizoram which was given Rs 12.93 crore in the first installment followed by another amount of Rs 49.37 crore reportedly received the relief materials in time.

The amount is in addition to Rs 85 crore sanctioned by New Delhi under a special action plan to tackle bamboo flowering,reports reaching here said.

CHIN, Myanmar, Jan. 3 /Christian Newswire/ — Bamboo is normally a steady source of food for people in Southeast Asia. But part of the bamboo plant’s natural growing cycle has caused parts of the region to be overrun with rats, which has caused a famine in the small country of Myanmar (Burma). At least 40 children have died, and more than 100,000 are living on the brink of starvation because of this crisis.

The events that led to the famine began in September 2007, when the bamboo plants began blooming and producing fruit, an event that happens only once every 50 years. The rats eat the fruit, which increases their fertility and greatly multiplies their birthrate. Once the rats have finished eating the bamboo plants, they plow their way through other fields, devouring grain, corn and rice. The rats even dig up and eat the seeds farmers have planted in the ground.

The twice-a-century event is called a “mautam.” “Mau” is the Burmese word for bamboo and “tam” means famine.

Gospel for Asia missionary Kyetipat Maung reports that people have resorted to eating the only thing there is an abundance of–the rats themselves.

“My family normally eats rice, but the rats have destroyed everything we had, and the only things left are the rats and wild potatoes for our family,” said Gway Win, a man who lives in the same village as Kyetipat. “We catch more than 50 rats every day, and we eat the rat meat for survival.”

The rat infestation is most severe in Myanmar’s Chin state, at its western border with India. Kyetipat reports that 79 villages are directly affected by the famine. In the five worst-hit districts, no food has been harvested for a full year. The crisis has resulted in a myriad of related health problems, including malaria, typhoid, diarrhea and skin problems.

Schools in the area are even closed as a result.

“The students are out searching for vegetables and fruits in the jungle,” a local teacher explained.

Many people have left their villages and gone to neighboring India, where the crisis has not had such a tragic effect. Although the bamboo bloom occurs in India, the government has programs in place to protect the crops and stop the proliferation of rats. There are only scattered reports of major rat infestations in India, mostly in the state of Manipur at the India-Myanmar border.

Adding to the problem in Myanmar is the ruling junta’s refusal to distribute aid to the affected people. There are reports that officials intercept food donations and resell them at more than twice their pre-famine value.

GFA missionaries, like Kyetipat, are doing all they can to help, from distributing food to killing rats. They are able to help because they already live and work in the affected areas, whereas the government bans aid workers from outside organizations.

This mautam is much worse than the previous event. The last time the bamboo bloomed, in the late 1950s, it only lasted a few months. This time, the plants have bloomed in stages over a 15-month period, which has extended the misery.

Kyetipat and the other missionaries in this area ask for the publics fervent prayer for the people in Chin, Myanmar.
